Anime Tokyo Station

Anime Tokyo Station is a free anime centre set up by the Tokyo Metropolitan Government and run by the Association of Japanese Animations, four minutes from Ikebukuro's east exit. The basement takes you through how an anime gets made, with real production material. The upper floor holds special exhibitions on one series at a time, and they're free too.
Insider tip
It's open 11am to 7pm (last entry 6:45pm) and closed on Mondays, opening instead when Monday is a holiday. Animate Ikebukuro and the Gashapon Department Store are both within a 10-minute walk, so make an afternoon of it.

Toshima Ward's biggest festival packs the streets around Ikebukuro's west exit with around 15 mikoshi carried by more than 3,000 bearers, plus taiko and folk-dance stages. The Saturday-evening joint mikoshi parade in front of the station is the highlight; the Tokyo Yosakoi dance half of the festival follows in October.

An open-air flea market held in the paved plaza of IKE SUNPARK, a green disaster-prevention park next to Sunshine City, with about 100 vendors selling secondhand clothing, miscellaneous goods and handmade items. The market is cancelled in case of rain.
Ikebukuro Halloween Cosplay Festival

One of Japan's largest organised Halloween cosplay gatherings takes over the Ikebukuro area with registered dressing rooms, a cosplay parade along Sunshine 60 Street, and stage events at Naka-Ikebukuro Park. The festival runs across three days, with a ticketed adults-only night event on the Friday followed by the main festival on Saturday and Sunday.

Ikebukuro is the north side's answer to Shinjuku. There's a giant station wrapped in department stores, Sunshine City and the anime shops of Otome Road to the east, and a long list of business hotels. Walk ten minutes in any direction, though, and you'll find a Frank Lloyd Wright school, a red-brick campus, an old temple on a tram line and the birthplace of tsukemen.
